What riprap does
Riprap is a sloped pile of large stone placed at the foot of a bank. It breaks up waves and slows erosion without a vertical face. State Lands prefers riprap and similar soft methods over vertical seawalls wherever they are workable. State Lands rule 220-4-.09
Guidance from the U.S. Army Corps of Engineers (the Corps) also recognizes an owner's right to protect land from erosion, while saying hard walls may be needed where the forces are strong. Corps Nationwide Permit 13 note
How do riprap, bulkheads and living shorelines compare?
| Option | Range |
|---|---|
Living shoreline | $50 to $350 |
Rock or boulder riprap | $50 to $200 |
Wood bulkhead | $150 to $500 |
Vinyl bulkhead | $200 to $550 |
Concrete bulkhead | $200 to $600 |

Angi gives a wider riprap range of $70 to $400. [1] A hard vertical wall also reflects wave energy onto neighbors. Living shorelines manual See the bulkhead materials guide.
Where does riprap shoreline protection fit on Mobile Bay?
It fits best where waves are moderate. The 2025 Mobile County plan models annual-storm waves 100 feet offshore at 0.5 to 0.9 feet on average, all moderate for soft shorelines. Mobile County shoreline plan
Along the bay segments from Dog River to Cedar Point, the dominant protection is already bulkhead, revetment and seawall. Mobile County shoreline plan Mobile County armoring grew from 19 miles in 1974 to 52 miles in 2009. Living shorelines manual

What does riprap shoreline permitting on Mobile Bay involve?
Rock placed below high tide is a fill, so it needs the Corps. Mean high tide, the daily high-water average, is the line most rules use. The Corps takes that request online. Corps Mobile District The county plan says to copy ADEM and State Lands, and ADEM's water quality certification typically takes 3 to 6 months. Mobile County shoreline plan
- Corps: Nationwide Permit 13 covers riprap if work is 500 feet or less and under one cubic yard of fill per foot. Corps Nationwide Permit 13
- State Lands: riprap within 10 feet of mean high tide, on the water side, can use a Consent of Use. State Lands rule 220-4-.09
- ADEM: stone cannot go into wetlands or grassbeds, must stay above the mean high tide line, and a natural option must be ruled out first. ADEM rule 335-8-2-.06
- ADEM fee: $1,000 up to 50 feet, then $1,665 beyond. ADEM fee schedule

Does the City of Mobile have a riprap rule?
Yes, for larger parcels. Riprap or hard armor in the closest riparian buffer zone needs a Special Exception, and it is barred in the outer zones. Owner-occupied single-family lots may do bank work as an exempt activity. Mobile UDC Table 64-3-10.2
The buffer rule applies to parcels of 2 acres or more. Mobile UDC Sec. 64-3-10 Call Build Mobile at (251) 208-5895. Build Mobile website
What about Dauphin Island?
Riprap is banned on the Gulf-facing shore. Dauphin Island's ordinance bars seawalls, retaining walls and riprap there. Dauphin Island Ordinance 105
The bay side is different. The Aloe Bay living shoreline, finished in April 2025, protects 2,000 feet with rock breakwaters and marsh fill. Town of Dauphin Island See the bay side guide.
When is a living shoreline the better choice?
Where the bank is low-energy and the lot has room. The Corps route for a living shoreline is Nationwide Permit 54. The design needs fringe marsh or an oyster reef. Rock and fill may reach 30 feet beyond mean low water, unless the Corps waives that. Corps Nationwide Permit 54
A 2024 state law named for Joe Faust halves the dredge fee State Lands charges homeowners who build one. Code of Alabama Sec. 9-7-13.1 Fill placed below high tide this way does not change title. State Lands rule 220-4-.09
On Fowl River, two private projects cost $125,000 for 240 feet of protected shore. Nature Conservancy Fowl River sheet See the living shoreline guide.
What makes a riprap job last?
Good riprap is more than a pile of stone. The stone must be sized for the waves, laid on a filter layer and keyed in at the toe.
- Ask the engineer how the stone size was chosen.
- Ask what filter fabric or stone layer sits under it.
- Ask where the ends tie into the neighbors' walls.
The shoreline erosion guide explains why.
What do owners agree to for a living shoreline?
At Mon Louis Island, six owners signed a legal agreement that fixed their seaward boundaries at the mean high tide line. They also agreed not to add new armoring within 60 feet of the breakwaters. Living shorelines manual
Ask what paperwork a project like that would need. Contractors who can build these projects are still few, and Sea Grant ran workshops for marine contractors from 2019 to 2022. Sea Grant article See the living shoreline guide.
What does rock cost near Mobile?
A Mobile contractor lists riprap from $150 per foot, with a $100 to $600 range depending on the rock. [18] [18]
Material prices help check a quote. A 2014 MBNEP guide put #3 riprap under $75 per ton delivered. MBNEP cost guide A 2023 Baldwin County bid priced Class 1 riprap at $100 per ton. Baldwin County bid tabulation Costs have moved since. See the cost guide.
Where has rock worked on this shore?
Mobile County built a rock revetment along Coden Belt and Shell Belt roads, where the shore had retreated about 5.7 feet per year since 1850. That rate is now effectively zero. Mobile County shoreline plan
A January 2025 county bid notice described replacing a derelict timber sea wall at Cedar Point Pier with a rock revetment. Mobile County bid notice See the Coden guide.
Does bay grass limit rock placement?
Yes. ADEM bars dredging or filling close to grassbeds, and the Corps may require a survey where grass may grow. Alabama seagrass rules Bay grass was once abundant from Daphne to Point Clear and was nearly gone by the 1970s. MBNEP Eastern Shore plan
