01 · Operating needs

How should you describe the operation?

  • Wall sections, rough lengths and any signs of movement.
  • Slips, docks, power, fuel and water lines near the wall.
  • Peak weeks, events and the months you cannot close.
  • Boat traffic and wakes.

Several small-craft facilities on Dog River offer berths, fuel and lifts to 70 tons. NOAA Coast Pilot 5

On Fly Creek, the marina area is about 6.5 acres larger than in 1955, partly from digging and dredging. MBNEP Eastern Shore plan

02 · Design questions

What design questions come first?

Ask the engineer about toe depth, loads from boats and how wakes bounce off a vertical wall.

On Dauphin Island, the Little Billy Goat Hole ramp got basin dredging, jetty repair and steel sheet pile repair in winter 2022. Town of Dauphin Island project notice

Plan for channel upkeep too. Fly Creek is a federal channel listed at 6 feet deep and 80 feet wide. Corps channel framework

Phasing matters. A marina can often work one section at a time while the rest stays open.
Review assessment questions
03 · Approvals & phasing

What permits and approvals apply?

Marina work near tidal water needs a city or county permit plus state and federal approval. The Corps and ADEM review the joint application, and State Lands reviews work on state water bottoms. New marinas and expansions cannot use the pier general permit in the coastal area.

The next section covers repair deadlines. See also the permit guide and the dock and boat lift page.

Common questions

Which permits does a marina wall repair need?

Usually the city or county, plus the Corps, ADEM and State Lands when work reaches tidal water. Repairing a wall that already had permits is often simpler than a rebuild.

Can the marina stay open during work?

Often, in phases. Tell the contractor your busy weeks, your fuel and power lines, and how boats come and go.

Do wakes matter for wall design?

Yes. Fowl River wakes are the likeliest source of wall damage, and speed control is missing along most of the channel. Ask the engineer about toe and cap design.

Does dredging near the wall need its own review?

Plan on it. Ask State Lands and the Corps before you set a basin plan or a schedule.

How do we compare contractors for marine work?

Ask for marine experience, a license number and a written scope. The contractor check guide lists the Alabama lookups.

How long does a storm-damaged wall stay eligible for repair?

A federal maintenance permit, Nationwide Permit 3, covers repair of a previously authorized wall. It reaches storm damage too: you have two years to start work or sign a contract. After a hurricane, the Corps may waive that limit when the owner shows funding or contract delays. Corps Nationwide Permit 3

State Lands counts a structure as new once over half of it is rebuilt, or its pilings change. Then today's rules apply. ADCNR State Lands rule

Start the paperwork soon after a storm. The clock runs from the damage.

What do public bids teach a marina owner?

Mobile's Cooper Riverside bulkhead job lists 399 feet of steel sheet pile with 42 tiebacks. The engineer's estimate was $7 million. City of Mobile bid PR-029-22

The city also bid a cathodic protection system, a way to slow rust, for steel bulkheads on its river waterfront. City of Mobile bid CT-018b-21

On Dauphin Island, Mobile County bid a stone revetment to replace a concrete bulkhead at the Denton Airport. Mobile County bids

Takeaway: Public bids show methods, not prices for a marina.

What local rules and wake limits apply?

On Dauphin Island, new work on parcels beside Aloe Bay needs site plan review and public access to the waterfront. Dauphin Island zoning ordinance

On Fowl River, boat wakes are likely the most damaging waves, and most of the channel has no speed control. Fowl River watershed plan

At Fairhope's Fly Creek, the Corps declined to dredge the boat channel in 2019. The city and the yacht club each paid half of a project of about $500,000. WPMI report

Takeaway: Check zoning, wake and channel rules before you design.
