Repair if the wall holds, replace if it does not

Should you choose bulkhead repair or replacement in Mobile Bay?

A bulkhead is a wall at the water's edge that keeps the yard from sliding in. Repair it while it still stands straight and the fix costs well under half of a new wall. Replace it when the repair bill nears that halfway mark.

Angi, a national cost site, says full replacement is often the better buy once a repair estimate reaches 50% of new-build cost. [7] HomeGuide puts the cost of strengthening an old wall near half of a new build. [3]

The deciding number: ask a marine engineer to compare the repair price with a new wall at the same length and height. Then add the permit path, which differs for each choice.

What are the warning signs of a failing bulkhead?

Most failures give notice. Walk the wall at low tide and look for the signs in the table.

Warning signs and what they often mean
What you seeWhat it often means
Wall leans toward the water
Tiebacks (the rods that anchor it) may have let go
Sinkholes or voids behind the wall
Soil is washing out through gaps or under the cap
Cracked, shifted or missing cap pieces
The top is moving, and water is getting behind it
Panels bowing or separating at joints
The wall is carrying more load than it was built for
Bare toe or rock at the base after a storm
Scour is removing the support below the mud line

The Fairhope municipal pier shows how this plays out. The city engineer said a roughly 50-year-old seawall there had failed anchoring hardware, and water behind it washed sand from under the walkway. FOX 10, April 2024

Owners on the western shore see the same pattern. In 2024 and 2025 the plan team visited more than 30 properties near Brookley and on Mon Louis Island. Almost every lot was armored, and several walls were failing or had failed. Mobile County shoreline plan

What do repairs cost compared with a new wall?

For hired repair work, Angi shows $100 to $250 for each foot of wall, and each kind of fix has its own price. [7] These are national figures, not Mobile Bay bids. The cost guide sets them beside local public bids.

Repair work and national price per foot of wall
RepairPrice per foot
Toe or berm failure
$300 to $600
Small cracks
$100 to $180
Leaning wall
$200 to $600
Extra anchors behind the wall
$225 to $300
Replacing the cap and tiebacks
$125 to $230
Soil stabilization
$120 to $270
Grouting open joints
$100 to $125

Removing the old wall adds money on a replacement. Six bidders priced removal of a vinyl wall between $42 and $163 per foot at a Baldwin County boat launch in 2022. Baldwin County bid tabulation

How long should a Mobile Bay bulkhead last?

Plan on 30 years or less for many walls. A 2024 article by Sea Grant staff says bulkheads and seawalls often fail within 30 years, needing repair or replacement. Oceanography, 2024

Material changes the answer. HomeAdvisor lists 50 to 70 years for vinyl capped with concrete and 50 to 60 for poured concrete. It lists 30 to 40 for steel or aluminum and 10 to 25 for treated wood. [2] Those are national ranges. Salt, wake and storm loads can shorten them.

Read the bulkhead materials guide before you pick a replacement material.

When does a repair count as a new project?

Routine upkeep is treated more gently than a rebuild. The line is drawn in four places.

  • ADEM, the state coastal agency, allows routine upkeep of bulkheads already standing on August 14, 1979. ADEM coastal rules
  • ADEM defines a substantial improvement as repair or rebuilding that reaches half of a structure's value. ADEM definitions
  • State Lands rules also apply when a rebuild goes past 50 percent of the structure, or when any piling changes. State Lands rule
  • Nationwide Permit 3 from the Corps of Engineers handles fixing a wall that was authorized earlier and still works, with small changes for new materials or codes. 2026 Nationwide Permits

A replacement wall also has a position rule. Under a Consent of Use, State Lands will accept a replacement line up to two feet from mean high tide on the water side (the average high-tide line). An all-new wall has to go on the line itself or landward of it. State Lands rule

What if a storm broke the wall?

Storm damage starts a clock. Nationwide Permit 3 covers a storm-broken wall if repairs start, or a contract exists, within two years. The Corps district engineer can extend that period after a hurricane when money or contracts caused the delay. 2026 Nationwide Permits

The standard NFIP flood policy leaves out seawalls and bulkheads. 44 CFR Part 61 See the seawall insurance guide and the Mobile Bay storm guide for gauge readings and what to check afterward.

What replaces a failed wall around the bay?

Public owners around the bay use two main fixes: steel sheet pile (interlocking steel panels driven into the mud) and stone.

  • Mobile bid a new steel sheet pile wall of 399 feet at Cooper Riverside, with 42 tiebacks and stone revetment. City of Mobile bid addendum
  • Bayou La Batre's city docks job includes a 290-foot steel sheet pile bulkhead capped in concrete. Mobile County Commission
  • On Dauphin Island, Mobile County bid a stone revetment to replace the concrete bulkhead at the Denton Airport. Mobile County bid notices
  • At Cedar Point, a county bid replaces a derelict timber-supported sea wall with a rock embankment that generally follows the old line. Mobile County bid notice

A private owner faces a test first. ADEM sets several tests for a bulkhead or riprap, and one is that no feasible soft alternative remains. ADEM coastal rules Those options include restoring beaches, wetlands and grassbeds, or retreating from the edge. ADEM coastal rules

State Lands also prefers riprap, wave-attenuation units and native plants over vertical walls where they are feasible. State Lands rule Compare them in the living shoreline guide and the riprap and shoreline service page.

What have Mobile Bay cities done with aging walls?

Two city projects show the choices. Fairhope's pier project included a tieback retrofit on the south-side precast seawall and work on a South Beach seawall. The city got a $6.2 million RESTORE grant in 2020, and a contractor was chosen in April 2024. City of Fairhope The finished waterfront was dedicated in March 2026 after nearly two years of work. FOX 10, March 2026

Mobile took a different step on its Mobile River waterfront. A city bid asked for cathodic protection (an electric current that slows rust) for bulkheads in front of the GulfQuest Museum and the cruise terminal. City of Mobile bid CT-018b-21

The lesson for a private owner is timing. Act at the first sinkhole, before the cap drops and the repair bill nears half of a new wall.

Where does this decision bite hardest?

Mon Louis Island is one example. The county shoreline plan describes a reach with very tall bulkheads and another where a 2002 bulkhead has failed and a steep bluff collapsed. Mobile County shoreline plan Owners there should read the Fowl River and Mon Louis Island guide.

Hard walls also push wave energy onto neighbors. The state living shoreline manual says hard walls tend to reflect wave energy onto unprotected neighbors. Alabama living shorelines manual If your wall ends beside a bare lot, ask the engineer how the end of the wall will be protected.

Dog River owners can start with the Dog River guide, and Eastern Shore owners with the Fairhope guide.

How do you decide, step by step?

  1. Photograph the wall, the cap and the ground behind it at low tide.
  2. Hire a marine engineer to assess the wall and price both repair and replacement.
  3. Get at least two written bids that list the price per foot and what each includes.
  4. Ask the permit office whether the work counts as maintenance or a substantial improvement.
  5. Ask the engineer if riprap or a living shoreline would meet the same goal.

Drawings for any permit must show mean high water and mean low water. ADEM Form 166 Next, read the contractor verification guide. Request help here when you are ready, and a local marine contractor will call back.
