Which service fits what you see?
Start with the sign at the wall, not the product name. The same crack can mean a cap problem or a failed anchor, so use this table to find the right page first.
| What you see | Read this page |
|---|---|
Not sure what is wrong | |
Voids or settling behind a sound wall | |
Wall at the end of its life | |
Cracked cap or broken panels | |
Sinkholes, wet spots, lost soil | |
Wall tipping toward the bay | |
Pier, dock or lift project | |
Eroding bank with no wall |
Most failing walls show more than one sign. A leaning wall with sinkholes behind it, for example, usually needs the anchors checked before anyone fills the holes.
Who reviews bulkhead work around Mobile Bay?
Four layers can review one project: a city or county office, the Corps of Engineers, ADEM and State Lands. Which local office applies depends on where the parcel sits, so find that first.
- City of Mobile parcels: Build Mobile, (251) 208-5895. Build Mobile website
- Unincorporated Mobile County: Inspection Services, (251) 574-3507. Mobile County Inspection Services
- Dauphin Island: Town Hall, (251) 861-5525. Dauphin Island Town Hall
- Baldwin County outside the cities: permitting staff, (251) 972-6837. Baldwin County Building Department
State and federal calls come next. State Lands is at (251) 621-1216 in Spanish Fort. State Lands Coastal Section The Corps Mobile District answers at (251) 690-2658, and ADEM's coastal office at (251) 304-1176. Corps Mobile District ADEM Coastal Program
The permit guide explains the order. The Mobile County guide and Baldwin County guide list the offices by city.
Which federal permit usually applies?
Fixing an existing, permitted wall often falls under the Corps maintenance permit, called Nationwide Permit 3. It allows repair, rehabilitation or replacement of a structure that is still serviceable, with small updates for new materials or codes. Corps Nationwide Permit 3
New or enlarged bank stabilization usually looks to Nationwide Permit 13. It covers bulkheads, riprap and sills under length and fill limits. Corps Nationwide Permit 13
Piers and lifts follow a different Corps program, covered on the docks and boat lifts page.
What do these services cost?
Costs swing with wall length, material and access. National guides give a starting range, and a few local sources add context.

|---|---|---|
Professional repair | $100 to $250 | |
New wall, all materials | $100 to $800 | |
Riprap, rock or boulders | $70 to $400 | |
Secondary anchors | $225 to $300 | |
Soil stabilization | $120 to $270 |
One Mobile marine contractor lists starting prices of $120 per foot for repair and $150 for replacement. [18] Those are starting points, not quotes. See the cost guide for what drives the final number.
Why Mobile Bay changes the plan
What does seawall repair on Mobile Bay involve?
Mobile Bay is shallow, averaging about 10 feet deep, and fresh water pours in from a huge river system. NOAA About Mobile Bay
Along the west shore, many walls sit on rivers and bayous such as Dog River and Fowl River. Fowl River wakes are the likeliest source of wall damage there, and vertical walls bounce that energy back and scour their base. Fowl River plan
County site visits in 2024 and 2025 found almost every lot on parts of the west shore armored, with several walls failing. Mobile County shoreline plan
Why does storm history matter to a repair plan?
Past surge shows what your wall must survive. During Hurricane Katrina the Mobile State Docks gauge read 11.45 feet, close to its 1916 record. NWS Mobile Katrina report
Zeta in 2020 flooded the northeast bay shore by 7 to 9 feet at its peak and destroyed several Eastern Shore piers. NWS Mobile Zeta report Read the storm guide for the full record.
How do I choose between repair and replacement?
Compare two written quotes for the same length of wall: one for repair, one for replacement. If the repair price comes close to half of the new-wall price, replacement deserves a hard look. Angi uses the same 50 percent rule of thumb. [7]
Age matters too. A 2024 Sea Grant article reports that many bulkheads fail in 30 years or less. Sea Grant article The repair or replace guide sets out the full comparison.
Who is allowed to do the work?
A licensed contractor, with limits set by price. Alabama licenses residential repair work above $10,000 through the Home Builders Licensure Board. Home Builders Licensure Board General contractor licensing begins at $100,000. General Contractors Board
City of Mobile rules also ask for a licensed, bonded contractor on permitted work. City of Mobile ordinance Use the contractor check guide before you pay a deposit.
What should I have ready before I call?
- Your street address and the name of the water it faces.
- Dated photos of the cap, joints, soil behind the wall and the base at low water.
- The age of the wall and any past repair records.
- Whether the parcel is inside a city, the county or Dauphin Island.
The area guides list the offices by shore. The project planner turns your answers into questions for a contractor.
Where do I find my part of the shore?
Each area guide covers one stretch of shoreline, with its own permit office, waters and local rules.
- Mobile and the west shore: upper river, bay front, Dog River, Hollinger's Island and Fowl River.
- Dauphin Island and the coast: Coden, Bayou La Batre, the west end and the bay side.
- The Eastern Shore: Spanish Fort, Daphne, Fairhope, Fly Creek, Point Clear and Mullet Point.
