Neighbors Share a Bulkhead Project on Mobile Bay
Neighbors can share a bulkhead project on Mobile Bay by planning together. Each owner still needs a permit, a price and a contract for their own lot.

Plan together, then choose for your own lot.
Projects close to each other can sometimes share equipment staging, deliveries and scheduling. It is reasonable to ask a pro whether doing the jobs around the same time would lower any prices.
Start by finding out which neighbors are interested. Once each wall has been reviewed, every owner sets their own scope, price and agreement.
Compare notes
Discuss access, staging space and timing with the others.
Review each wall
Every lot needs its own inspection and permit review.
Keep your own say
Nobody has to follow what the neighbors choose.
Four steps from start to decision
One short request starts the process. Each owner still decides alone.
Say where you are
Share your canal, cove or neighborhood and a phone number. You do not need a full group to begin.
Invite nearby owners
After your request is accepted, you can pass along an invite link or print a flyer. Each neighbor adds their own details.
See what the lots share
Compare needs across the lots. Wall condition, equipment access and preferred timing all matter.
Decide for your lot
Read the scope and price prepared for your lot only. Then decide for yourself whether to proceed.
Who should join?
Homes along the same canal, street or stretch of shoreline fit best. Aim for about 3 interested homes, though you can register interest earlier. Different walls or permit paths may end up as separate jobs.

Common questions
Does everyone sign one contract?
No. Every owner should hold a separate written scope, price and agreement. If machines must cross a neighbor’s yard, settle that permission first.
What happens if someone drops out?
Each owner chooses alone. Before signing anything, ask how your price changes if fewer homes take part.
Can the walls differ in length or material?
Yes. A professional can say whether the jobs could still share staging or deliveries.
How do we arrange a visit?
Tell us about the group and your main concern. We can discuss whether a visit makes sense and how to schedule it.
Can an association begin a group?
Yes. A board member or other authorized person may start one. Explain which walls are association property and which belong to individual owners.
Will neighbors share one permit?
Often not. Each lot can need a separate permit. Ask the project professional and the permit office which applications are required and who submits them.

Why do end walls matter when neighbors build together?
A new wall that ends beside an old one can leave the join exposed. Hard walls tend to bounce wave energy onto unprotected neighbors. Coastal Alabama Living Shorelines manual
On much of the bay, a new wall joins a line of older ones. From Dog River to Cedar Point, bulkheads, revetments and seawalls protect most of the shore. Mobile County Shoreline Management Plan
Ask the engineer how each lot ties into its neighbors. A group job can fix the joins in one plan.
Which office permits each lot in the group?
Neighbors on the same river can answer to different offices. Check each parcel on its own.
- On Dog River, the City of Mobile covers most of the water. The lower south and west side, along with Hollinger's Island, falls to the county. Census place boundaries
- In Baldwin County, a parcel outside every city is permitted by the county. The Revenue Commission parcel viewer shows which layer applies. Baldwin County jurisdiction map guide
- A property inside another Baldwin city, such as Daphne, Fairhope or Spanish Fort, is permitted by that city. Baldwin permit jurisdiction Use the permit guide for phone numbers.
What does each owner still decide alone?
Each owner picks the contractor, the scope and the price. Group talks do not change that.
Water lines are another reason to plan well. Only the affected owners or a court can set a binding line between neighboring water rights. State Lands approval does not stop it from later ordering a wall moved if the wall crosses a neighbor's line. ADCNR State Lands rule
Mobile County owners are open to teaming up. In the county plan survey, 93 percent of shore owners were interested in partnering with neighbors. Mobile County Shoreline Plan survey
Share the idea with your street, see who we help, then read the cost guide before you compare bids.
What are the first steps for a neighbor group?
- Knock on doors and list which lots want to take part.
- Look up the permit office for each parcel, since cities and the county may differ.
- Collect each wall's age, length and photos in one folder.
- Ask one engineer to look at all the walls, then let each owner get separate written proposals.
- Compare the proposals side by side before anyone signs.
Nobody has to join, and nobody has to accept a neighbor's choice.
