Hollinger's Island, Belle Fontaine and Deer River Bulkhead Repair

Bulkhead repair on Hollinger's Island means working under Mobile County, which has no zoning but does have permits, flood rules and several failing walls. This guide covers the bay shore south of Dog River to East Fowl River.

This unincorporated Mobile County shore runs from Dog River past the Theodore Ship Channel to East Fowl River, and the county has no zoning here. A 2025 study found the shore is mostly bulkheads, revetments and seawalls, with several walls failing and recent retreat of 3.4 to 4.1 feet a year.

County rules, a retreating shore and what the plan proposes for Hollinger's Island

Nobody zones this shore, yet almost any work on a house or wall still needs a county permit. The bigger risk is the shore itself, which is moving inland.

Who regulates a bulkhead on Hollinger's Island?

Unincorporated Mobile County has no zoning. Engineering can confirm that in writing if you send the parcel or key number. County Engineering

Nearly all residential and commercial work in unincorporated Mobile County needs a permit, the county's page says. The exceptions are cosmetic interior work and fences of 7 feet or less. County permits page

Permitting runs in two parts: Engineering reviews site plans, and Inspection Services reviews plans against the codes and issues the building permit. County development process

The county's July 2026 fee schedule does not name marine structures. If a bulkhead falls under other work, the fee is a small base plus 0.5 percent of contract cost, with a $55 minimum. County fee schedule Ask the county, and keep the answer in writing.

The 2024 building codes took effect July 1, 2026, and any building in wind Exposure D needs plans from an Alabama engineer or architect. County adopted codes County code amendments

How fast is this shore retreating?

The 2025 Shoreline Management Plan measured recent retreat for 2010 to 2021 by reach. Shoreline Management Plan

  • Dog River to the ship channel: 0.2 feet a year from 1850 to 2010, then 3.4 feet from 2010 to 2021.
  • Ship channel to East Fowl River: 1.9 feet a year long term, then 4.1 feet recently.
Source: Shoreline Management Plan

Recent loss runs well above the long-term average. On site visits the plan's team found almost every western-shore lot armored and several walls failed. Shoreline Management Plan

What does the Hollinger's Island plan propose?

The plan sketches a living shoreline at the end of Hammock Road, around the Hollingers Island Community Center. A mix of bulkheads, failed armor and sandy shore there has retreated about 3.4 feet a year. Shoreline Management Plan

  • It would cover about 2,100 feet and 4 acres.
  • It would need about 40,000 cubic yards of sediment.
  • Materials alone come to roughly $1.1 million. Shoreline Management Plan

The plan calls it a concept and names no funding. Use it to see what a neighbor-group design looks like. The neighbor group guide explains how owners can share cost, and 93 percent of surveyed county owners said they were interested in partnering with neighbors and MBNEP. What flood zone and storm exposure should you expect?

Sampled map points put the end of Hammock Road and Deer River Road both at AE 11. FEMA flood layer samples Those are point queries, so pull your own panel and elevation.

Return-level modeling puts a 10-year storm at 4.9 to 6.7 feet and a 100-year storm at 8.6 to 12.9 feet on the NAVD88 scale along the county shore. The study flags the mouths of Dog River and East Fowl River as the most exposed. Shoreline Management Plan

  • Georges in 1998 washed out the road along the bay near Nan Seas. NWS Georges summary
  • The county ties the growth of its permit program beyond mapped flood zones to Hurricane Frederic in 1979. County adopted codes page
  • Unincorporated Mobile County has no flood insurance discount class. FEMA CRS list

Why do barge wakes and the ship channel matter here?

The Theodore Ship Channel is maintained at 40 feet. A barge tow moving at 14 knots can throw waves near 0.7 feet at the shore between Theodore and Cedar Point. Shoreline Management Plan

Gaillard Island shelters the shore from the Mobile River to the ship channel in south-wind storms. Annual-storm waves 100 feet offshore average 0.5 to 0.9 feet. Shoreline Management Plan

The plan calls waves of that size moderate for living shorelines. Read the living shoreline guide before you assume a vertical wall is the only answer.

What is happening in Deer River and Belle Fontaine?

The Deer River basin has about 32.8 miles of shore: 12.05 miles of marsh or swamp and 2.95 miles of bulkhead or seawall. The State Docks and State of Alabama own most of the public frontage. Shoreline Management Plan

  • A 2024 Corps article describes a Deer River project. It would use up to 220,000 cubic yards of harbor dredge material to build 19 acres of marsh and shore, protecting a 275-acre tidal marsh. Corps Mobile District
  • MBNEP calls Hollinger's Island a residential community south of the marsh, with little public water access. MBNEP watershed profile
  • Two private launches on Deer River Road, at 7554 and 7560, charge $5. Outdoor Alabama
  • Belle Fontaine was a citrus district until freezes in the mid-1930s. Fowl River plan

Which state and federal steps apply?

A wall placed below high tide is a fill discharge that needs a Corps permit. File that request online through the Corps' Regulatory Request System and copy ADEM and State Lands. Corps Mobile District ADEM's water quality review usually runs 3 to 6 months. It opens with a pre-filing request, sent a month or more before the formal one. Shoreline Management Plan

If the old wall still stands, maintenance under the Corps' repair permit may be the shortest route. Nationwide Permit 3 The permit overview explains each agency, and the Mobile County permit guide covers county detail. Nearby shores are covered in Dog River and Fowl River.

What could the work cost?

The plan puts materials for a 2,100 foot living shoreline at about $1.1 million. No county bid lists a unit price for a wall on a house lot. The 2014 MBNEP guide shows toe protection adding roughly $85 to $100 per foot to a wood or vinyl wall.

Prices below are published figures, not a quote for your wall. Local figures come from Baldwin County bid tables and a 2014 Mobile Bay guide. National guides and contractor pages fill the gaps, and each row says which one it is.
