Fowl River & Mon Louis Island

Fowl River Seawall and Bulkhead Repair on Mon Louis Island

Fowl River seawall repair works differently from the open bay, because boat wakes are likely the most damaging waves. Here is what the watershed plan, the gauges and the county permit path say about walls on East and West Fowl River.

Fowl River splits at Bellingrath Gardens into East Fowl River, which runs to Mobile Bay, and West Fowl River, which runs to the Sound. Only about a quarter of its 47 miles of shore is armored, and the 2016 watershed plan names boat wakes as the most damaging wave action.

Wakes, spits, Mon Louis Island and the gauges that tell you what to expect

On Fowl River the right question is often what a vertical wall will do to its own toe. The 2016 watershed plan has numbers on that.

How much of Fowl River has a wall, and what happens to it?

The plan counts about 47 miles of shoreline below the high-tide mark, nearly all private. Only about 25 percent is armored, and 80 percent of that is steel or wood bulkhead, around 40,500 feet. Fowl River plan

Boat wakes of 0.2 to 2 feet, two to four times the size of wind waves, are likely the most damaging wave action. Most of the channel has no speed control. Fowl River plan

The plan lists only two no-wake zones: one near the Fowl River Bridge and one just south of Fowl River Road. Vertical bulkheads, about 20 percent of the shore, bounce wake energy back and scour their own toes. Fowl River plan

Before you replace a wall like for like, ask whether a sill or marsh fringe would take the wake energy better.

Aerial photos from 1938, 1974 and 2013 show the river's curved spits narrowing, stretching and breaching from Fowl River Road down to Bellingrath. Fowl River plan

What do the spit projects cost per foot?

The plan priced named spit and marsh sites in 2016, mostly structure plus fill and planting. Worked out, the figures land near $1,100 to $1,200 per foot. Fowl River plan

In November 2021 the National Fish and Wildlife Foundation awarded MBNEP $19.8 million. The project would stabilize up to 12,600 feet of shore and restore 40 acres of marsh on five spits. NFWF award

For private owners, the Nature Conservancy reports two living shoreline retrofits in 2014 and 2017, paid with $125,000 in private money. They protected 240 feet with gabion baskets and breakwaters and restored 0.4 acres of marsh, about $520 per protected foot. Nature Conservancy fact sheet

What is different about Mon Louis Island?

A sampled map point puts the island's bay shore at VE 12 to 13 feet. The 2025 plan describes one reach of very tall bulkheads. FEMA flood layer samples

The plan sketches three Mon Louis concepts, each in a reach with long-term retreat of about 2.8 feet a year. Shoreline Management Plan

  • The Utopia Club reach, 1,080 feet, where a 2002 bulkhead failed and a steep bluff collapsed.
  • A 3,300 foot stretch of very tall walls that ends just north of Austin Bayou, about $2.1 million.
  • Garrity Lane south to Bayfront Park, 1,780 feet, about $1.4 million. Shoreline Management Plan

Field crews visited lots from Bayfront Park north to Raynell Avenue and found several walls failing. Shoreline Management Plan

A past demonstration shows what shared projects ask of owners. Six Mon Louis owners signed an agreement fixing their seaward lines at the high tide mark and barring new armor within 60 feet of the breakwaters. Living Shorelines Policies Manual

The island's northern tip was rebuilt with a rock breakwater and more than 4 acres of dredged marsh. MBNEP The grant behind it was $3,244,150, and construction finished in June 2017. NFWF award

What do the East and West Fowl River gauges say?

NOAA runs East Fowl River Bridge (8735523) and West Fowl River Bridge (8738043). Tide ranges are 1.47 and 1.68 feet, and the Weather Service flood steps are 2, 3 and 6 feet over MHHW. NOAA gauges

Who permits a wall on Fowl River, and where is the water access?

The watershed is unincorporated, and the plan says the lack of zoning makes growth hard to predict. Fowl River plan County permits follow the Mobile County permit guide, and the permit overview covers the Corps, ADEM and State Lands.

  • Memories Fish Camp at 4901 Fowl River Road reopened February 23, 2024, after a $635,000 rebuild with bulkhead work. Mobile County
  • Fowl River Marina on Highway 193 has two ramps and a $5 launch fee. Outdoor Alabama
  • The plan proposed two new public ramps, one on Mon Louis Island and one at the bridge. Fowl River plan
  • The county's Salt Aire marsh restoration, just north of the East Fowl River mouth, has a $15.7 million grant. Work was set to start in April 2026 and run about 10 months. Mobile County

A sampled point at Fowl River Marina shows AE 12 feet. FEMA flood layer samples Mon Louis once held a shipyard from the 1850s to 1954, and Walter Bellingrath bought his fishing camp land in 1917. Fowl River plan Read about Hollinger's Island and Coden and Heron Bay next door.

What could the work cost?

The 2016 spit estimates work out near $1,100 to $1,200 per foot for structure, fill and planting, and a private retrofit cost about $520 per protected foot. No county bid gives a price for a plain house-lot wall, and the 2014 MBNEP guide prices installed wood at $115 to $180 per foot.

Prices below are published figures, not a quote for your wall. Local figures come from Baldwin County bid tables and a 2014 Mobile Bay guide. National guides and contractor pages fill the gaps, and each row says which one it is.

Before you replace a Fowl River wall

Wakes change the first question.

  1. Watch the boat traffic

Count wakes on a busy day and note whether your reach has a no-wake sign.

Fowl River Watershed Management Plan (March 30, 2016), Section 4.6.1 (boat wakes)

  2. Check the toe and the marsh edge

Look for scour below the cap and marsh loss beside it. The plan documents narrowing and breaching spits.

Fowl River & Mon Louis Island project questions

Why do Fowl River bulkheads fail at the toe?

Boat wakes are likely the most damaging waves on the river, and vertical walls reflect that energy and scour their own toes. Most of the channel has no speed control.

Fowl River Watershed Management Plan (March 30, 2016), Section 4.6.1 (boat wakes)

What share of Fowl River is armored?

About 25 percent of the roughly 47 miles of shoreline. Eighty percent of that armor is steel or wood bulkhead, and the rest is rock.

Fowl River Watershed Management Plan (March 30, 2016), Section 4.6.1

How high did Zeta push West Fowl River?

The West Fowl River Bridge gauge peaked at 5.92 feet above mean higher high water. Nate reached 5.57 feet, so both topped the 3-foot moderate step.
