Which office permits your lot

Mobile County has no single permit office. Your lot's address decides who issues the building and flood permit, and each office sets its own rules.

Which office is yours, by parcel location?

  • City of Mobile: Build Mobile at Government Plaza, (251) 208-5895.
  • Unincorporated county: Inspection Services, (251) 574-3507. County Engineering does site and drainage review, (251) 574-8595.
  • Bayou La Batre: City Hall building inspector, (251) 824-2171.

One surprise: the City of Mobile's limits run north along the Mobile River to about latitude 30.84. The mouths of Chickasaw Creek, Bayou Sara and Three Mile Creek are in the City of Mobile, not in the small cities nearby. Census TIGERweb boundaries

Dog River is split too. Most of it is in the city, but the river mouth, Rabbit Creek and Hollinger's Island are unincorporated. Census TIGERweb boundaries

State and federal permits come first

Which agencies approve work in the water?

For anything below the high-tide line, the key permits are federal and state, whichever town you live in. A new bulkhead, riprap, sill, pier or lift needs the Corps of Engineers, ADEM and State Lands. Mobile County Shoreline Management Plan

The Corps wants permit requests filed online, through its Regulatory Request System. The older paper joint form, Form 166, now fits only limited cases. Corps Mobile District contact Copy ADEM's coastal office and State Lands. ADEM Form 166 The permit guide has the full steps. Unlike Baldwin County, the Mobile County Commission is not on ADEM's list of local offices that run the Gulf-beach rule. ADEM delegation notice

The county's shoreline plan puts ADEM's water-quality review at 3 to 6 months, after an early pre-filing request. Mobile County Shoreline Management Plan Start with the permit guide.
